Ability to modify Ministering assignments

Do Relief Society 1st Counselors have the ability to edit Ministering assignments in the system? She is telling me she can't update the assignment, so I'm wondering if she should be able to, or if that is a different calling that has access. Thank you.

She does have the ability to edit ministering assignments.

It might be a training issue that she hasn't found the link used for editing.
We've also seen cases where someone is using their spouse's account and then wonders why they don't have the rights they should have.
