It depends on what part of the individual ordinance summary (IOS) you need to correct. The data for the comes from various pages, but most if not all of them are within the member profile pages

Most corrections for things on the IOS can be done from the Member Profile (Membership > Member List, select the member and click the Member Profile button). The specifics depend on what needs to be changed. Of course, this has to be done by a clerk. It isn't something that can be done by the member themselves or by other leaders other than the bishop (although I believe bishopric councilors can change emails and phone numbers). Corrections to Melchizedek priesthood ordinances have to be done by a stake clerk.

True, but they have to do it in the Directory, not LCR.

Actually members younger than 18 years of age cannot edit any information. They would either need an adult in their household or ward leaders with necessary edit rights to do it for them
