Test event change

With the latest push to production, the following test events have been eliminated: Receive Test, Encode Test, Connectivity Tests.

All of these tests can be performed with the Full Test event. So to make things simpleir, they have been eliminated.

(For all those who have any of the removed test events scheduled, please edit this event and change it to a Full Test Event.)

Does the Full Test event provide a test stream at the desired bitrate without using the stake's encoder? It's not always practical to have an encoder running, especially for stakes with buildings separated by long distances.

There is a tabernacle choir stream that plays when the encoder is not running.
It will play before the event if the receive site connects before the event pre-buffer starts, during the pre-buffer, and during the event if the encoder is not running.

While seeing a stream of the Tabernacle Choir at Temple Square is appreciated, what I see missing is the ability to specify the bitrate of the stream to test weaker receive sites.
