The outgoing stake president should let the new stake president know how to access the Church e-mail system and the official letter repository (sorry, I do not remember the official name). If the former stake president is not able to do this, the new stake president will need to contact CHQ for access.

The visiting general authority will report the calling of the new stake president and provide the folks that update the CDOL with that information. The new stake president should have an LDS Account. If he accesses the ward and stake Local Unit Web Site, he already does.

Most everything else the stake president will need to access will key off of his LDS Account login.

It's called the Official Communication Library, located at apps.lds.org/letters -- and it shares its login username (the unit number) and password with the e-mail system at ldsmail.net.

I believe that letter is to log in to the LDS Mail.
For him to log into CDOL all he needs is a LDS Account and to be recorded in CDOL as the active Stake President. As you mentioned the general authority will bring back the paperwork for the CDOL update, but you can start the process with the LUCR form in MLS. That allows you to submit the new stake presidency, Those changes will wait in CDOL until they are matched to the paperwork, but it can speed up the process.

There is a letter that is sent once the position is recorded in CDOL. That letter has the pin for LDSMail.
