We are preparing a notice of a disciplinary council to a member who has been convicted and is in prision. The handbook spells out that the requirement of notice is a certified letter with return receipt. I am concerned that I cannot get a returned receipt when sending the mail to the correctional facility. Any experience, advice, or additional Church guideance on getting a return receipt in this situation would be appreciated.

Certified mail is an option when the primary mode of delivery is not available.
I'd imagine that even incarcerated people still have to be reachable for legal processes, so there's probably something in place to handle that kind of mail. You may want to call the prison for details.

You will normally get a returned receipt for certified mail in the U.S., even in the prison system. You should also follow the instructions in the next paragraph of Handbook 1 concerning the content of the letter, since the member will not be able to attend.
