Restoration of Blessings

On a related topic, we have a brother who was rebaptized and reconfirmed many years ago (1987), but has not yet received a restoration of blessings ordinance from the stake president. We are waiting for the stake president and stake clerk to go through the process on their end.

Restoration of blessings is not automatic, and the stake president is not always the one who initiates the process. Ultimately, he does do the Application, of course.

If he has not done so recently, and if he is actively living the gospel, this brother should visit with his bishop and ask if he may receive this ordinance. If the bishop agrees, the bishop should speak with the stake president, who will also interview him. If the stake president supports the recommendation, he will make application to the First Presidency with the assistance of his clerk, if needed, and any information the Application requires from this brother.

A stake president will normally inquire about the well-being of his members. It sounds as if it has been long enough in this case that he could use a reminder. And perhaps the current stake president is not even aware that this brother feels ready or even needs to receive this ordinance.

Does the person receiving the restoration goes through the process of laying on of hands?

Your bishop or stake president is best able to answer this question, which is off-topic for the forum. As a hint, though, restoration of blessings is a priesthood ordinance.
