Access to YSA ward information

Hello - we have multiple couples in our ward who have been called to members of Bishoprics in YSA wards. It is my understanding that even though they are serving out-of-unit in these YSA wards, their member records stay in their home wards - both husband and wife. I am wondering if their memberships stay in their home wards, how are they able to access their YSA ward information on LDS Tools? Is there something that is done in the YSA ward that grants them the access to their ward member list so that their records don't move to the YSA ward?

They YSA ward will add them as a out-of-unit member and give them a calling. That will trigger their access.

It's important that both be given callings in that ward. Otherwise, only the one will have access.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

So I have a similar situation in my ward with the bishop and his wife serving as 'out-of-unit-members.' The bishop has been able to access the directory without any issues but when I entered the wife as receiving a calling, she still does not have access to the directory.

It can take up to 24 hrs for permissions to route through the systems so if you just did it today, it may self-correct tomorrow.

It used to be the case (I don't know if it still is) that an out-of-unit member has to be entered in with a standard calling – not a custom calling – for them to have access to the directory and other tools in the ward where they're serving.

It still is. Standard calling. Wait 24 hours (although it does not always take that long). Then troubleshoot again if needed.
