You must have MLS Administrator privileges to see System Options in MLS.

And unless something changed, administrator privileges does NOT come with the calling. It can only be added to a MLS login by another admin. If the last admin moved out of the ward, you might check with the stake clerk. Often, the stake will have a admin login to address this kind of problem.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

The two administrators are normally the bishop and the ward clerk. If you have either of these callings talk to the other to make you an administrator. If neither of you are administrators then follow russellhltn's suggestion.
