You can't really directly locate someone who is not in your own Stake.
If the issue is really important and you know the name of the Bishop or Ward then you could have your Clerk look up the phone or email address of the Bishop.

If you know their address, you can usually obtain the contact information of their bishop or branch president yourself using the "find a meetinghouse" function on LDS.org. I would advise you to not bother the bishop for trivial contact - they carry a very heavy load.

For something that is perhaps less urgent, your clerk can look up certain other leaders on "CDOL" (the Church Directory of Leaders) - he may be willing to contact the clerk of the other ward/branch on your behalf.
