I have been trying to sign in to look at the ward directory.
I am directed to sign in - which I do.
The page starts to open the ward directory.
I am then directed back to the sign in page - which I do.

It's working now, at least for me. I'd clear the browser cache and cookies and try again.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

I am also having this problem. Cleared cache and history on both PC and iPhone, still have issue.
The issue began on 6/12/19. I'm trying to synch after a ward and stake realignment.
