invalid activation code

My daugher who is 12 has been trying to set up an account. It requires parent consent. A code was sent to my email. We entered the code and it said invalid. The parent email also had a link that could be clicked that said authorize. When clicked, it also brings us to a page that says invalid. We've tried to set it up twice now and have had the same response both times.
