Normally a member of the high council presides at the Melchizedek Priesthood ordination within the stake.

However, we have a case where the soon to be elder is attending a family gathering outside of the stake (in another state) and would like to have that ordination take place there.

How would that normally be handled?

Handbook 1 16.1.3 and 16.1.4 explain in detail how to handle these situations. Make sure that you get all the required information from the family and presiding officer out there.
