I am a District Clerk. Our District President (Stake) cannot get access to the MRS even though he is the Stake President. He gets the same message I get when I try to get access. We are in Japan. Please help soon.

It would help if you would explain what "cannot get access" means. You log into the MRS using LDS Account credentials.

So the questions I would have are:

1. Do you and the district president have LDS Accounts set up (at ldsaccount.lds.org)? If not, make sure you have set up those accounts and that you can login to ldsaccount.lds.org.
2. Once you have your LDS Account, and you try to login to the MRS, what is the error message that you get?

The basic system is that the stake president gets access because the MRS system is connected to the CDOL and knows through looking up his membership record number from his LDS Account that he is the stake president. Then the stake president use the MRS to add access for any clerks that he wants to help him in processing missionary recommendations. I assume this is supposed to work the same at the district level.

If you have done all the above and still are having problems with your district president accessing the system, I think you would have to contact your area's administration office for further assistance.

Following up on what Alan_Brown said, access is granted automatically to Bishops and Stake Presidents. For this to happen, they must be listed as holding the corresponding position in the CDOL. Once they have access, they can grant access to their clerks, etc.

Being listed in the CDOL is not automatic. It is up to the stake to submit changes (at least for Bishops. I'm not sure about Stake/District Presidents). See here, here and here for more details.

The visiting general authority submits the stake president information. The mission president submits the district president information.

The Stake/District can also submit the changes through LUCR in MLS, then those changes will be validated against what the visiting general authority has.
