We received the results of an audit from Salt Lake. Through this audit we received the name of a clerk that has passed away that is still on the authorized clerks list. They advised that we go into the "add or remove clerk access" and remove all those who are no longer clerks. The stake Pres. has asked me, the stake clerk, to take care of this. My problem is i can not find this add or remove link. Is this something that only the stake pres. can do or am i just missing the link?

I'd verify that the member's death has been recorded. I'd expect a death or move out to terminate access. This sounds like a bug. Assuming the death has been recorded, I'd call support. Both to report the bug and to get your situation resolved.

Normally, the stake president is the only person who can add or remove clerk access. I believe he can also authorize a clerk to add or remove others, but that has not been done in your case. Therefore, the stake president will have to do it himself if he hasn't delegated that privilege to others.
