Cub Scout Day Camp and the ward budget

We have not budgeted for Cub Scout Day camp in the past and would like to do that for next year. I have these questions-

1. Who sets the budget and what is the best way to ask if this can be included?

2. If the category created for Cub Scout Day Camp has funds in it at the end of the year, will it stay and carry over to next year? The reason I ask is because we can't justify a camp budget category from previous years and it will show a zero balance. If the funds stay in, Also, I was going to ask the bishop if we can transfer any excess funds from the ward budget at the end of the year into this category so it is already funded for next year. Is this an acceptable way to do this?

The bishop sets the budget for the ward. Keep in mind that he has to stay within the amount he gets from the stake. What the stake gets is based on attendance. So, there's a certain amount of zero-sum-gain going on. To give you more, someone else is getting less. Unlike politics, there no way to get a bigger pie. It's all a balancing act.

Not by default. All unspent ward funds goes into the master ward budget. Even then, there are guidelines as to what is done with unspent funds. You need to work with the bishop to find out what can be done in your particular situation.

The Primary president should be the one to negotiate the annual budget for Cub Scouts with the bishop.
