Note that "leader" can include, for example, an assistant secretary or a counselor. Be sure to find out the calling of the person who can see home or visiting teaching routes as a "non-leader."

You were correct. I'll spare you the details of my conversation with my bro-in-law in the neighboring stake (sigh) and skip to the feedback I received from HQ today. This pretty well sums up where we are and where they HOPE to go with future development.

"You are right, for now, it is confusing, and I will try to explain in a simple way the why it is happening the way it is happening, and our look towards the future.
Currently, only leaders (Bishoprics, Ward Council members, etc) can see the HT and VT information. Members without a ward council calling, cannot see this information. We would love to expose this information to the regular membership of the church, however, because of the way the backend services that LDS Tools and LCR link into, it isn’t possible until we have the time (and budget) to go through a lengthy re-write of those services. Currently, when a change is made to a companionship in the system, that change is immediately exposed to LDS tools. If the change hasn’t been approved by the bishop, it could pre-announce a change to a companionship. So an EQP, HPG, or RS President that is making changes in the system to review with the Bishop, could accidentally pre-announce a change to a companionship via LDS Tools.
In the future we plan on creating a sandbox where the aux leadership could make proposed changes, get them approved, and then move those changes “live” where they would then be exposed to the general membership of the church via LDS tools, etc.
I know for now it’s frustrating and confusing, but hopefully, we can make that change soon. It’s all dependent on our priesthood department and leadership priorities and budgets."

Well! That's a new revelation. Clearly, I've been misreading the tea leaves about the future of that feature. I hadn't thought of that angle, but that makes sense.
