Patriarchal submission process

How does the patriarchal submission process work? When does the clerk get involved? Can the clerk make changes such as contact info and does the Bishop need to resubmit it again? Also, our stake has two patriarchs and I need to update one of the submissions to the other patriarch but it doesn’t allow me to do this. Just wondering what can and is the clerk allowed to do in this process?

It is expected that the Technology Specialists will be the first line of help for all users
As as STS, that's the first I've heard of that. Any training would have to be "over the shoulder" and "figuring out on the fly" since STS doesn't have access.

I briefly glanced over the link but still didn’t see when the clerk gets involved in the process. It seems straightforward with any changes but it may be an access issue with the Clerk’s rights and responsibilities.

The Help Center says that bishops may delegate to their counselors some of the responsibilities of submitting recommends. That sounds to me as if the bishop is the only one who can do it. But I have no actual experience with the process.

If we currently have two Patriarch's in the Stake and we need to update it to the second Patriarch, who has access to do this?
