How can you locate a membership record with just the Email Address?

Do you mean searching the MLS to find the member that's using a given email address? (Assuming it's even in MLS)?
I don't know as you can. A custom report may make that easier to find.

Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

There is no built-in way to do this (as I'm guessing you've discovered). Assuming this is a member in your ward/stake, from MLS go to File>Export>Membership or from the online directory select Export Households. Open the exported csv file in excel (or openoffice) and search for the email address.
