Increased Ward LUBA allocations - letter?

Anyone have a copy of the letter that was sent a few years ago detailing the increase in ward LUBA versus stake LUBA allocations. There was some description about the purposes for the increase (Youth, YSA etc).

I'm confused about EFY, and how it can be right that as a ward I now have to effectively run my ward on less LUBA than even before the change was brought in.
