There is a Ward in my Stake who has not split up their Budget Funds into Categories. They just leave it in one big pot to draw from. In some ways this seems Zion like, but it seems Church guidelines suggest every unit should have a budget. The question is... Is there room in the Church policy and guidelines for a Ward to have one big pot of budget funds to draw on for the budget? On the one hand, this does follow the "reduce and simply idea. Or do they need to put a budget in divided categories and keep track of that? What if the Bishop feels inspired to operate his Ward Budget in this way?
Can you quote and point to specific church policy or guidelines to support your answer.

Handbook 1: 14.7.1-3 discusses how the budget (in terms of planning) is to be done. Note that forum guidelines do not permit quoting from that handbook.
I suspect this situation may be "self-correcting" by the end of the year. Some organizations, when they find are not constrained to a budget will overspend and run the ward as a whole into the red. This will come to the attention of the stake president and counseling will follow. Either that, or the bishop will find the spending to be less than equitable and decide that's not to be.
