Tithing slips

Tithing slips

I looked around in the forum but I could not find an answer to my simple question.
As ward clerk I ordered tithing slips, in the online store, for our ward. Then I saw that we have to pay in advance for it. In the past there was no problem and as far as I can remember no payment was needed.
Is there some changed about that or is it possible that the bishop have to order for free?

Recently the online store started charging for shipping, even for free items. The donation slips themselves still don't cost anything.

I've only ordered one free thing since they started charging for shipping, but it might be that the charge is per order, not per item. If so, you could reduce your total shipping charges by ordering multiple things at once, rather than placing separate orders.
