For the quarterly report, lines 6 and 10, Total Melchizedek Priesthood holders/RS Sisters attending at least one priesthood or RS meeting....do you count those brother and sisters who serve in primary and other callings who are in attendance Sunday but are not able to attend the actual RS or priesthood meeting?
Any direction is greatly appreciated.

If you look at the printed attendance roles you'll see wording similar to this:
Those who are unable to attend Sunday Relief Society meeting because of a Church assignment are to be recorded as attending (including full-time missionaries from the ward or branch).

Is it necessary to take roll in Primary or Young Women's each week to complete the reporting or is there discretion to count those called as in attendance without validating it each week?

A person who attends one time during the third month of the quarter is counted as attending during the quarter. How you determine who showed up during that last month is up to you.
Our secretaries keep a list and check off names as they attend during the last month. In the case of Relief Society, at some point they add those who are serving in other callings outside the meeting and who should also be counted as attending.
