Which Bishop needs to sign the Baby Blessing Certificate?

Our ward has recently experienced a change in Bishops. A baby blessing certificate needs to be signed for an ordinance that was performed before the change in Bishops. Who should sign, the old Bishop or the new?

The old since he presided over the meeting and was bishop on the date of the blessing.
