Hmm, I see a link to Handbook 1, but when I click it it just brings up Handbook 2. I'm a general "Stake Assistant Clerk" (not assigned to technology or membership or finance) so I would assume I'd have access if you do. Any ideas why it might be different for me? I just tried and it worked for me. According to the list I've seen, "Stake Assistant Clerk" should have access. I don't think I saw the link to HB1 in clerksupport before I did have access. I assume you have access to other things so we can rule out "custom calling" problems?
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Clerk Support is the only place I can see HB1. Use the link Russell provided.

Assistant Ward Clerk - Finances here. The ink through Clerk Support works for me, although I'm still hoping for my permissions to sync up with my Gospel Library app.
