Nope. Many units have nice simple programs without pictures.

It does seem like a cost-saving measure (only print half as many pages), as well as possibly faster (paper cutter instead of folding).
This is what we do. There are no graphics and no cover, which is not as "nice" but preserves the Lord's resources since they all end up in the trash at the end of the day anyway. They are printed double-sided on the page and then the pages are cut in half so the Sacrament program is on one side and the announcements are on the other side. We don't include general calendar items because we use the LDS.org calendar, a weekly calendar list email blast, and a ward Facebook page.
