Does anyone have an xcopy batch (.bat) script that copies and changes the archive attribute or uses creation date or if file exits (etc.)

Robocopy (part of the Windows Resource Kit) may work better than xcopy for the task.

It would be easy to write - as long as you know what letter the USB drive is.

At a command prompt, type in "xcopy /?" to see the list of options. I think you may be interested in /M which will only copy the files that have the archive bit set and then reset it.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
