Yes, 3.0.1, not 3.1. Sorry. The update for 3.0.2 came through last weekend, but this computer hasn't been updated yet.

This is a new feature. When it was first implemented there was a backlog of information and it was taking up to two weeks for the information to flow from MLS all the way through to CDOL. The time is much better now, but the process is not totally automatic.

Since you are a new stake, and since you are not in North America, it may just be taking a little longer.

OK, I used the change in leaders form in mls a week ago, and it hasn't updated. I also found the edit assignment option in CDOL and changed it and saved changes. But it just changes back to the old details on the list with a note saying unpublished changes. How do I get the changes "published"?

This is a long overdue change for MLS. listing only the household phone number is no longer adequate in a world where families have given up landlines and each member carries their own cellphone. Our ward gets constant requests to update the member phone numbers for home and visiting teaching, only to learn that the number is already in the system but not visible on the reports, which only list the first number.

Someone at Headquarters will publish it, and then your changes will be visible.
