Is there a way to force a sync? The Windows app isn't picking up new bookmarks from my Android tablet.

The first step would be to see if the book marks are making it to the web page.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Yes, they are there when viewed on the web.

They are also syncing to my iPhone just fine.
It's only the Win 8 app that's having trouble. I've tried logging off and back on, killing the task & restarting the app, but no joy.
