How does one get invited to online surveys published by the church?

As an example like this one

That particular survey is to get insight if worthiness interviews should be conducted with young children. It would be nice if those surveys were extended to a larger audience to get a more accurate response of what members feel is important and some of us would like the opportunity to be that still small voice that helps the Q15 decide on doctrine and policy changes.

Surveys are based on sampling, the idea that by surveying a small number of people, you have a good idea (within margin of error) what the larger group is like. Statistics 101 says the selection of the sample set is critical to having valid results. Great care has to be taken to make sure there's no bias in the sample. If they allow people to volunteer to be the sample, the sample is no longer representative of the larger group.

Which is a long way of saying, I'd be very surprised if they allow people to volunteer to join a survey. If there is a way, I've never heard of it.

The survey appears to be targeted towards parents of children 8–11. If the survey were publicly available I expect that it would get a lot of responses that don't actually reflect the feelings of the target audience, making the survey less useful as a measuring tool.
