Presiding at dedication of grave
A family is burying a member in the grave in a distant town. Should I contact the bishop of the ward where the cemetery is to arrange for someone to preside, get his permission for the family to conduct the dedication, or let the family do it without involving the local authority?

Handbook 2, 20.9 provides the church policy on dedicating graves.
