When I sign in to tools it goes to the sync screen. When I submit it just goes back to the sync screen.
Any ideas?

Which version are you using iOS or Android? And is it at least version 3.5 or higher?
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
