Cub Scout lists are wrong...

We have several boys who are cub scout age and they are not showing up on the cub scout lists. I realize I can "force" individuals into some groups. How do I reset things so they simply age onto the list though. Something is wrong. I don't want to manually place all these kids. And if I manually place them, will that override any existing functionality forcing me manually place them every year?
