Teachers from either quorum can be assigned to a family, but you can't assign an "unassigned" family to a quorum. So the list of unassigned is what it is and can't be changed. But that doesn't stop you from assigning teachers from a different quorum.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

If you go to Home Teaching Assignments and select High Priests in the pull down menu in the upper left, you will see all the households assigned to the High Priests. Next to each name there will then be an "Edit" button you can click on. You can then re-assign them to another available quorum.

I think we are doing this task OK. I'm hometeaching, click on "members." After the list generates, there is a place on the left that says "move to". Select the families you want to move by checking the box to the left of their name. The click "move to" and choose the new quorum they are being assigned to.

When viewing the hometeaching list, just click the edit button and you can switch to EQ or HP
