There are a ton of free options for video conferencing use one of them.

Remote access to Clerk computers is not allowed by policy regardless of licensing and how we interpret it.

This is not accurate.

The policy is here: https://www.lds.org/help/support/meetin ... y?lang=eng, section 4.10

Summary: remote access is permitted if you aren't accessing MLS (ie: only doing maintenance/support on the machines), under the direction of the stake president through the stake clerk, the STS or a member of the stake presidency, using software under a license that grants legal authorization for what you are doing, using AES 128 or better).

Teamviewer is basically used for remotely accessing computers. For video conferencing tools like Polycom, gotomeeting, R-HUB HD video conferencing servers etc. are used.
