We have a situation similar to that, though the divorced parents are not on such amicable terms. In our case, the children reside with their Mother's record, even though they share 50/50 custody (time-wise - I don't know any other legal details) and the Mother has taken her maiden name back.

In all our cases of recent memory, the HoH is the one who's name appears on the invoice/bill so that's who we record the FO disbursement to. I suppose there could be other cases for spouse or child. I don't recall any specific requirement that it cannot be a spouse or minor.
