You need to be more specific. Where were you trying to download it from? Did you get any error messages? If so, what were they?
Finally, if you are not the Stake Technology Specialist, I would suggest that you contact him and ask for assistance.
Have you read the Code of Conduct?

As techgy said, we need more information. I will note that with MLS moving to it's new home, you have to have to log into lds.org AND have the proper calling to be able to download it. Off hand, I don't know what callings are supported.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

So we can better help you, please edit your Profile to include your general location.

At the ward level, at least the ward clerk and assistant ward clerk have these permissions. There may be others but I haven't asked the bishopric or membership clerk if they have access.

Make sure that you "officially" have the right calling selected in MLS by either the Stake or Ward clerk, as appropriate. By official, I mean make sure that the clerk picked your calling from the pre-defined list of callings that Justin Krebs mentioned above. In my case, back in 2007 the Stake Clerk had picked "Other" from the calling list and named it "Assistant Clerk/Tech Specialist." That was ok for the past 5 years, but that didn't give me access to the MLS software that is now located at lds.org (instead of mls.lds.org and protected by password). I changed the calling to "Assistant Stake Clerk--Technology Specialist" on the Stake's MLS and that fixed the issue of not having access to MLS and other software.

Those "official" callings are standard positions. When selecting a position to add to an organization in MLS, standard positions will appear with a yellow star to the left of the position name. Custom positions will appear with an orange circle to the left of the position name. When positions are checked in CDOL, standard positions are in black font while custom positions are in orange font.

Custom positions can be spelled exactly the same as a standard position. To make sure a position is not a custom position, an MLS administrator should use the Custom Positions Review tool in MLS.
