What's stopping them is the budget allowance -- it doesn't allow near enough to rent proper equipment, and renting is a waste of funds. They buy sports equipment, why not usable lighting and sound equipment? I understand newer buildings are finally coming with better stage lighting, but they aren't retrofitting older ones.
