On June 24, 1988 the church presidency issued a letter to all bishops regarding emergency preparedness. The letter references a church booklet publication entitled, "Preparing for and Responding to Emergencies" Guidelines for Church Leaders".
I cannot find this publication anywhere. I can find a manual written by a stake in Provo; however, the referenced church publication I cannot locate. Any assistance would be great.

Generally a newer Handbook supersedes all prior letters. Since the Handbook was last issued in (I think) 2010, that letter is out of date.
I suspect the booklet has been superseded by other publications. Emergency Preparedness and Response page looks like a good start.
