Who can see a shared building to schedule it?

Suppose the Mountain ward in Stake A meets in Main Street building whose agent stake is Stake B.

Who in Stake A should be able to see and schedule events/resources in the Main Street building?

• Only members of the Mountain Ward
• Members of any unit in Stake A

The instructions make me think that members of any unit in Stake A should be able to do this, but they aren't very specific.

I'm just wondering what should happen so I can determine if we need to get facilities to update the FMAT database.
