I windows set your default email client to your email program. This is a common error when you use a web based email client like gmail instead of a computer based program like windows mail

You need to configure your web browser to change the Mail to: hyperlink default. Unfortunately most web browsers use the operating system default for e-mail clients included with the distribution or office suites. Windows XP will be either Windows Live or if MS Office is installed MS Outlook. Here are links to some websites that describe how to change some web browser's handling of the Mail to: link.
Firefox
Chrome
Opera
Internet Explorer
Safari

I am a Bishop's Storehouse manager trying to get OUTLOOK 2007 access to the storehouse ldschurch.org account on a new laptop (laptop crashed that had access). Is there a reference document for this?

Typically installing a mail program on the computer (like Outlook) takes care of the "mailto" tag automatically.

Where it becomes a problem is when you use a webpage for the email as nothing is installed on the computer.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

So we can better help you, please edit your Profile to include your general location.

Are you referring to LDS Mail on LDSmail.net? There is some help at the LDSmail.net sign-in page in FAQ>Technical Support>Question 3.
