Name Removal in Tools

Hello
I'm the clerc of a ward in Sweden and I can not understand how 'Tools' work when
it comes to name removal. When I want to initiate that process I go to 'Membership'
--> 'Confidential: Name Removal' and fill out the form. Then when I click the "Send to Bishop" button I get the alert "The following errors must be corrected" stating

"Attach a copy of the notification letter"

"Select when the notification letter was sent"

But how could I possibly have this letter already? Is that not the letter which the
Stake or Mission president will ask the Bishop to send to the member further down
the line after he (the Stake or Mission president) have reviewed the documents sent
from the bishop (who has simply passed on my initial stuff after perhaps having added a
few things to it; no?)? Is one to initially create a dummy notification letter with a dummy date and then replace it later, or how?

The notification letter is the letter the bishop sends to the member explaining the effects of removing their name from the records of the Church before the process is sent to the stake president for further action. See Handbook 1: Stake Presidents and Bishops (I do not have the specific section/subsection) for the complete process involved for a member to remove their name from the records of the Church.

Handbook 1: 6.14 explains the process. Before the notification letter can be sent by the bishop, the bishop has to prepare the form and send it with other attachments to the stake president for the presidency to consider and then give permission to the bishop to send the notification letter. The online system does not seem to provide for this.

Our best solution is to prepare and print a draft of the Report of Administrative Action form and send it with accompanying required information to the stake president for presidency approval. After approval and the notification letter is sent to the member, we finish completing the online form and transmit it electronically with the notification letter and a proper date.

We have not found a better way to deal with this situation.
