Letter regarding new tithing slips?

The ward clerk says that he received a letter yesterday explaining the new tithing slips. Does anybody have an online copy of this?

This was an official letter dated 3 August 2012. It is accessible in the Official Communication Library for those who have access to it.
Questions that can benefit the larger community should be asked in a public forum, not a private message.
