Publisher Function too Broad

I find the publisher function much too broad in that anyone who is a publisher has full access to all the articles that have been created. By definition, a publisher would normally have full access, but in the newsletter I would prefer to have the access limited to specific categories.

Create another access function such as "Editor" and assign this function to a list of categories. Then individuals can be Editors and given only access to specific categories.
