Sharing Ward / Stake Content with Non-Member Investigators

The Tokyo South Stake in Japan has requested a way to share messages, etc. from Church Leaders to visitors to the site who may not have LDS Account access. On the Classical version of the LUWS there was a Home Page where such messages could be shared, however on the new release, there is no such page available. There is a nice Newsletter feature now, but it requires access via LDS Account which non-member visitors may be hesitant to sign up for.

The current version of LUWS is very good for members, which of course is probably the primary audience for the site, however many Stake and Ward leaders would like to make use of the sites in their missionary efforts.

Just one clarification: nonmembers cannot access the Newsletter feature, even if they have an LDS Account. Access to the Newsletter is restricted to members of the ward or stake, and of course nonmembers are not members of any ward or stake.

You used the past tense in referring to the Classic LUWS. But that site is still available for now; in fact, the Maps application still links to it. So as long as it remains available, you are certainly welcome to use it. I don't know if a public page will become available to replace that functionality before the Classic LUWS is finally retired.

It appears you are already aware of what is available. If the leaders can not find their answer in Handbook 2: 21.1.22, then they need to take it up with the regional leadership. Either to seek permission to establish their own site or to prioritize the development efforts.
