There are two parts to any answer: Church policies and the law.
For a quick overview of the legal answer, see Handbook 2, 21.1.12 Copyrights.
For church policy, see Handbook 2, 14.9 Additional Music Policies and Guidelines.

The Priesthood leaders with responsibility over the ward/stake (or district/branch) hold the keys to interpreting the handbook and if it's allowable from a church policy standpoint. In this case, I'd suggest reading Handbook 2, 13.6.6dsgunn130908 wrote:Reading that the answer in NO to music and karakoe. Presumably if you hire a DJ, he would hold the necessary performance license to play music.
As for a DVD not published by the church, most are licensed "for home use". The church is not a home. You'd either need to get a license or the permission of the copyright holder to show it.
Again, laws depend on the country in question.

Here in Italy we can use freely any music if the activity involve only "invited poeple" (private meeting) and, most of all, with no fee.
