Tooltips are inconsistent

For V2.2, a new feature was added in Month view for showing the description as a tooltip when you hover over the event. That's a nice improvement, since you can now see the description without drilling down into the event.

However, in Week view, the description is not shown in the tooltip. Instead, the only tooltip provided is the full event title in cases where the title is longer than the available space and had to be shortened to include an ellipsis to represent the truncated text.

Finally, in Agenda view, there is no tooltip at all.

Problems with this approach are:

• In Month view, there is no way to see the full title for truncated titles in a toolip.
• In Week view, there is no way to see the description in a tooltip.
• In Agenda view, you have to click the event to see the description.

I don't see much justification for the tooltips being different in the three views. I'd like to see a consistent tooltip in all three views that shows:

• The full title in bold at the top of the tooltip
• The description immediately below in regular text.
