Updating Leaders....Stake or Ward?

Since members of the bishopric and HP leaders are called by the stake, who is responsible for updating the MLS for their callings, ward or stake? (Obviously that should be Leaders in the subject line.)

Speaking as a stake clerk the only calling in a ward that I can update in MLS is the position of bishop or branch president. The members of the bishopric and Melchizedek priesthood leaders are updated in the individual unit MLS database.

The wiki article Callingswill help answer this question. The bishop and branch president are tier one positions that can only be updated/changed using a LUCR. An electronic LUCR is available in stake MLS. So essentially only the stake can enter a change for the bishop/branch president. A ward/branch can change the bishop/branch president in the ward/branch MLS but that is only a local MLS change and does not make any changes in stake MLS or in CDOL.

Bishop counselors and other ward/branch leaders are entered into ward/branch MLS. Stake leaders are entered into stake MLS.
