Which callings should have access to a mobile version of MLS? laptop, PDA, or Smartphone etc...

I know the policy states that certain leaders must have it password protected, but does not list what positions.

What do you mean by the "mobile version of MLS"? You mean the data exported out of MLS? I'd assume it's like access to MLS itself - bishop's prerogative.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
