So, after many years of enjoying the ability of Ward Tools -> LDS Tools to make valuable information available on my good ol' Palm Vx for use in various callings, I finally got a modern mobile device, an Android tablet.
After listening to other ward leaders tout the virtues of using LDS Tools on their iPhones and iPads, I was excited to have all the features I was used to plus wireless updates - no more slow export-convert-upload. But upon installing LDS Tools 1.2.2.1, I found to my chagrin that wireless updating is about its only virtue - there seem to be no reports, and no member information other than simple directory information...basically, it's just the directory and calling list available at lds.org. In fact, I can get more member information at lds.org than with LDS Tools.
Is additional functionality planned for the Android version of LDS Tools? Or is this application being intentionally reduced to just an offline reader for the lds.org directory?

There are many enhancements planned for LDS Tools in general, and for LDS Tools for Android specifically. By no means is it "intentionally reduced" in any way -- it's just that there are always limited development resources, so you need to be patient as it continues to be improved. You may want to see the list of enhancements that are being considered: Suggested enhancements.
Questions that can benefit the larger community should be asked in a public forum, not a private message.
