Is there a method to allow wards in different stakes to view and schedule rooms in the same building and see each others scheduled events to prevent over booking the same room for the same date and time?
Our stake has wards that meet in buildings located and belonging to 3 other stakes. As a stake web administrator, how can I set up these locations so all wards meeting in a building with wards from other stakes can see everything scheduled for the building?

Yes, the calendar is set up with that in mind. See About setting up locations(Calendar). What you need is for the agent stake to share that location with your unit.
As for seeing the other's schedules, please see View other ward calendars. (However, it won't work until the location issues are fixed.)

Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
